This was a hard choice. On one hand, I don't agree with how the priestess upholds law and order in the town. On the other hand, I don't doubt she's the reason why people don't starve to death and rely on thievery to survive anymore. Most folks had good things to say about her, and her temple seemed to be a place of healing. She also seems to stand by her methods claiming that's what it takes to keep the area safe. 

Even further thought, this was a beholder that wanted Tsavani to take her out. If the wellbeing of people rely on her - which was confirmed by the people themselves - what would the belholder get if she was out of the way? 

Lots of thoughts, I decided to side with the priestess. Apparently, this was the better choice because Tsavani earned a point of virtue for the deed.
