This page prompts you to cross the river without the ferryman, which doesn't make any sense in Tsavani's situation (I'll show you why in a moment). So, she tries to cross with her seaquine, but hands reach out and try to drag her down. 

Tsavani is able to break free from them (a lower roll could have ended up much worse!), but realizes the whole water is infested and the only way over is by boat. So, she goes to pay the fee. 

For Tsavani, who just earned 10 virtue yesterday (didn't I say something was up with virtue?), the fee was only 1 gold. Which is why trying to cross otherwise was silly. But oh well!
